Digital Billboards, Diversions Drivers Can’t Escape

Did you know that nationwide there are 450,000 billboards? I'm assuming this number only includes free standing signs on highways and other roadways and that it does not include billboards in cities that are affixed to the sides of buildings and other similar derivations. The article below from the New York Times speaks about this important issue the country is now facing as digital technology becomes more affordable for outdoor advertising companies. The question of whether or not digital signage is a safety hazard is a hot topic, and cities across the country are weighing in as a precedent has yet to be set. As far as we are concerned this is a moot issue. What is more important is the right this type of signage has in our public in general. As for the safety issue and digital billboards' tendency to be more distracting than traditional signage, we think this is a pretty easy call. If they werent more attention grabbing, outdoor advertising companies wouldnt be paying immense amounts of money to erect these huge television screens and advertisers wouldn't be paying the 600% markups associated with this type of technology. Remember the whole point of advertising is to grab and hold your attention in order to get you to do something you might not otherwise do, period! There is no debating this fact.

Unwelcome Mats And Other CityEvention Campaigns

Remember these stupid door mats for Direct TV? They appeared about a year ago for a guerrilla marketing campaign and we never found out the responsible party. Just yesterday a reader sent us a few links about another "street mat" campaign that appeared recently on the upper west side of Manhattan.

In fact one of the links was to a New York Times article about the illegal advertisements. In the article Aaron Donovan, a spokesman for the Metropolitan Transportation Authority said

"It was “an unauthorized ad,” he said, adding that another had been placed outside an entrance to the station at 79th Street and Broadway. Transit officials “reached out to the Beacon Theater” with a request to remove them, he said, although he said it was not clear whether “we took them out ourselves, or they did.”

So who was responsible for the safety liabilities? Well the reader who contacted us had found that on the CityEventions twitter page they remark "Our Banana Shpeel decals get a NY Times mention." This is funny cause they are coy about the whole thing on the CityEventions Facebook page where they seem not to know the culprit "The Upper West Side now OFFICIALLY welcomes Banana Shpeel.. awesome decal. I wonder who put it there...?"

These tactics seemed reminiscent of another outdoor advertising company we take issue with in New York, City Outdoor, which is actually NPA City Outdoor. Sure enough on the CityEventions Facebook page they draw a connection when they talk about the "Love it or Hate it Campaign."

"This campaign was run for City USA this past summer. It showcases how City Eventions is able to team with City Outdoor and other City USA constituents, to pull off a killer campaign that integrates traditional and non-traditional advertising"


We then went to the CityEventions website and even more insanity popped up. Apparently they are responsible for a recent dye-cut cutout campaign for Do Denim. These life sized busts were simply strewn around the city, attached to construction awnings for passersby to run into. As we are faced with yet another guerrilla marketing campaign that is little more than abusive street art, the question of why we allow this type of corporate behavior and yet criminalize street art and graffiti resounds in my head. This question is particularly perplexing when you think that policing this corporate graffiti should take nothing more than a phone call to the offending company.

Making a Name for Himself, With Just 3 Letters

I'm not a lover of graffiti in the same way I am street art, mainly because its use of public space can sometimes be abusive and neglectful. (although in my opinion this is often not the case) I have however thought that it is a symptom of a larger problem facing major urban centers that must be taken seriously. The problem is simply, how do we express our personal identity in a population of millions while simultaneously being bombarded by commercial identity at every turn. A recent article in the New York Times about graffiti artist BNE has some interesting quotes by the artist which I think are worthwhile noting as they explain the reasoning behind why some graffiti artists feel it is their right to take over a city with their scrawl despite it being highly illegal.
“This is my voice, and if you try to remove it, you’re shutting me up,” he said.
“I don’t see other graffiti writers as my competition anymore,” B.N.E. said. “Now I’m going up against the Tommy Hilfigers, Starbucks, Pepsi. You have these billion-dollar companies, and I’ve got to look at their logos every day. Why can’t I put mine up?”
Verifying that in fact BNE was competing on a similar level as multi-national brands, Mother had this to say...
“B.N.E. has single-handedly created a globally recognized and valued brand in the new social economy,” Mother officials said in a news release. “His presence in Flickr photo galleries and YouTube pages dwarfs that of many multinationals.”

RawleMurdy Uses The Recent NYSAT 2 Project To Call On Advertising To Make Artful Ads

Despite a full understanding of marketing's interest in "trying to shape people’s perceptions of concrete things in order to sell those things." Mr. Mathieu still seems to miss the point of the last NYSAT project. Irregardless of how "artful" an ad might be, it is still stealing from the public. By placing a monetary value on our public surfaces, we prevent those surfaces from being used for things that are good for all of us and not simply those intent on profiting from our cityscape. Honestly it really has little to do with "artfulness" or "beauty".

The example I often use is this. A deli owner is offered $1,440.00 a year to allow an outdoor advertising company to hang advertisements on the side of his or her business. Without much thought he takes this offer and profits minimally. If that space was not allowed to be used for commercial messages, another scenario might play itself out benefiting the city and its residents. One example might be that the 3rd grade class from the local public school would ask this deli owner to paint a mural about the neighborhood on the side of his business. Unable to profit from this space, the deli owner would be inclined to allow these youngsters to make their own mark on the city surface.

The benefit of this type of use of public space is relatively simple to understand. By creating something visual, the students will leave a piece of themselves behind. What is left behind creates an attachment to that space that results in an investment that is both physical and psychological. An invested resident is just that, someone who has a reason to care for the space in which he or she lives. Better yet, this type of use of public space also benefits the viewer, creating neighborhood landmarks which create spatial relationships, alter your sense of place and offer you community in an often anonymous landscape. Juxtaposed, the advertisement creates no such investment on the part of the producer or viewer.

There is an interesting piece in today’s NY Times. It reports on an artist named Jordan Seiler, and a group he founded called, “The Public Ad Campaign.” — http://www.publicadcampaign.com/ – They whitewash billboards in Manhattan and allow advocates to spread anti-advertising messages, or artists to replace the ads with their own artwork work.

“ … ‘We’re bombarded by ads every day,’ [artist, Jordan Seiler] said. ‘Advertising frames the public environment as being for sale but public space is not inherently commercial.’ … Some passers-by liked the commando like cover-ups; an artist named Jane Gennaro, who was not connected to the project, approved of the men painting over an ad for the video game Grand Theft Auto, saying, “We need to get rid of all the visual noise. …”

This raises an interesting question in my mind. If ads were more ‘artistic,’ per se, would they be considered so offensive? Would beautiful ads contribute to the cacophony of ‘visual noise’ we’re ‘bombarded’ with on a daily basis?

Ads are very often considered to be obstacles that impede our ability to get the information or the entertainment we’re looking for, or distractions that clutter our everyday lives. We’ve trained ourselves to side-step or tune-out the vast majority of ads we see in nearly every context. We tune them out, that is, unless they offer up something we want. Nobody seems to object to an ad that give us a piece of information we find to be useful, or an ad that makes us laugh. Thus advertisers try to cut through the clutter with targeted media placements, and offer up engaging/relevant content. What I take from this article is that advertisers aren’t making ads that are artistic enough to be relevant and engaging to Jordan Seiler and his New York street artist friends.

While I’m sure advertisers aren’t loosing too much sleep over having lost that particular audience, I do think we should pay heed to the fact that we’re very likely loosing other audiences who aren’t aggressively protesting our communication efforts. One way to get some of those audiences back might be to beat Jordan Seiler and The Public Ad Campaign at their own game. Here’s my challenge to advertisers far and wide: make artful ads.

When I was a college student, I was an Art/English double major. In looking for that somethin’-somethin’ I wanted to do when I grew up, advertising struck me as a real world application of many of my interests. I perceived the industry to be an intriguing blend of storytelling, music, visual arts, and pop-culture all applied to shaping people’s perceptions of concrete things. What I’ve learned since (and frankly should have been obvious to begin with) was that we’re trying to shape people’s perceptions of concrete things in order to sell those things. So while I recognize today that – Advertising isn’t Art, it’s Business – I’m still unwilling let go of all that initially drew me to the industry. Granted, advertising does thrust billboards and a whole lot of other ‘visual noise’ into all of our lives. So when we create ads, I feel it’s important not to loose track of the fact that each of these billboards can be thought of as a canvas not only to sell things, but to sell them beautifully. I would like to believe that I might one day create an ad Jordan Seiler himself deems worthy of hanging in his living room.

The NY Times Has Something To Say

An artist called Gaia was part of a group that removed advertising posters in Lower Manhattan.

It was a bizarre cat-and-mouse game, played on Sunday across scores of makeshift billboards in New York.

One group of artists and activists spread across Lower Manhattan, transforming innumerous wheat-pasted posters — the ones that readily sprout over scaffolding — into their own canvas.

They would whitewash the posters and then create their own work, or allow anti-advertising advocates to spread their own messages.

But just as quickly as they whitewashed and put up art, workers arrived to put up new posters where the artists had obscured the old ones.

And so it went, back and forth, with drama, confrontation and even a few arrests by day’s end.

The takeover efforts were organized by an artist, Jordan Seiler, who founded a group called the Public Ad Campaign to question and challenge the use of outdoor ads in public areas.

Shortly after 9 a.m. on Sunday, Mr. Seiler and about a dozen other participants met in his Chelsea studio, where they went over lists of targets: 114 street-level billboards that Mr. Seiler said were operated by companies that he believed were putting up ads without proper permission from the city.

A spokeswoman for the City Department of Buildings, Ryan Fitzgibbon, said on Sunday that it was difficult to immediately address Mr. Seiler’s claims.

“If outdoor advertisement is allowed, a permit from D.O.B. must be obtained in order to post an advertisement or a sign,” she said. “Advertisements are not allowed on construction fences.”

It is no secret, however, that such advertisements abound, and on Sunday morning Mr. Seiler pointed to a construction fence near his studio that was covered with dozens of pasted posters.

“We’re bombarded by ads every day,” he said. “Advertising frames the public environment as being for sale but public space is not inherently commercial.”

At 10:30, Mr. Seiler and his confederates broke up into pairs, bringing along five-gallon buckets of white paint and long-handled rollers to use to spread the paint over ads.

There were ads for drinks (Bulldog Gin, Hendrick’s Gin and Dr Pepper), movies (a comedy called “Black Dynamite,” along with a documentary about President Obama called “By the People”) and albums (“World Painted Blood” by Slayer was pasted next to “Soulbook” by Rod Stewart).

Some passers-by liked the commandolike cover-ups; an artist named Jane Gennaro, who was not connected to the project, approved of the men painting over an ad for the video game Grand Theft Auto, saying, “We need to get rid of all the visual noise.”

But on West 25th Street, a man chased two of the whitewashers, shouting, “I will sue you.”

In any event, the newly painted-over spots were not to remain blank for long. Within hours, men driving pickup trucks with New Jersey license plates put up new ads where the artists had obscured the old ones.

One of those men, on West 25th Street, refused to identify himself or the company he was working for, instead responding to an inquiry from a reporter with an epithet, and the directive, “Take a walk.”

Over the next hour or so, control of the billboards changed hands several times, with the pickup truck drivers pasting up ads for movies and parties, as — sometimes separated by only a block or so — groups of artists pasted their own images over the ads.

Meanwhile, Mr. Seiler said, five people taking part in the project were arrested on unspecified charges.

Near the end of the afternoon, one of the artists, who gave his name as Gaia, donned a disguise consisting of a black eye mask and a plastic bag that he pulled over his head like a hood. He then pasted up an image he had made of a snarling grizzly bear.

“Hopefully, this gets a chance to engage in some dialogue with the viewers,” said the artist. “In two hours it’s going to be gone.”

Billboards Spur a Fight: Free Speech vs. Beauty

Seen from the Long Island Expressway, the Manhattan skyline glows on the evening horizon. The Empire State and Chrysler Buildings rise above the rest, their art deco spires lit up like lighthouses marking the way.

Then the highway dips, and the view changes.

Martha Stewart’s face is plastered on a billboard promoting her new television show. An enormous cartoon dinosaur nudges a terrified woolly mammoth in an ad for “Ice Age 3: Dawn of the Dinosaurs.” A bright orange board advertises AT&T, and others hawk Honda Civics, Mercedes-Benz, Holiday Inn and the TV series “The Good Wife.”

The sight of marching billboards is also familiar to anyone who drives on the Gowanus Expressway, the Henry Hudson Parkway and other city highways. But unlike the ads-cum-attractions in Times Square, many of these billboards are illegal.

Since the 1940s, at least on paper, the city has restricted, or banned outright, the placement of billboards along its highways. But because of haphazard enforcement and what a federal judge described as “subterfuge” and willful lawbreaking by sign companies, the rise of the billboards — some even on city property — went on unchecked.

By the time the judge, Paul A. Crotty of Federal District Court in Manhattan, issued a decision in the spring that upheld the city’s right to regulate the billboards and excoriated it for not doing so sooner, no one could even say for sure which of the more than 600 highway billboards had the right to be there.

“The City’s enforcement of its zoning regulations has been inconsistent and less than vigorous,” the judge wrote in his 62-page opinion. “The billboard industry has taken advantage of this lax enforcement and has consistently ignored the regulations on billboard sign location.”

Billboard companies, which have earned far more from advertisers over the years than they have paid in fines, have appealed the ruling.

“Right now, it’s not as prevalent as it used to be,” Vanessa Gruen, director of special projects at the Municipal Art Society of New York, said of the advertising. The society has been keeping tabs on billboards in the city for more than 100 years. “But these companies still make enormous amounts of money, and over a long time, they have gotten used to it, and they are not ready to give it up.”

The debate over billboards goes back more than a century, and its contours were established early: free speech and enterprise versus aesthetics and safety. In 1902, The New York Times, in its periodic editorial Street Signs, declared that billboards had become a problem.

“A frightful spectacle, made so more by the wilderness of discordant and shrieking signs,” it read.

Over the years, the city eventually triumphed in limiting signs near most parks and residential areas. But along the arteries leading into New York, the wild west of the city’s advertising acreage, enforcement was difficult — even when zoning laws finally passed in the 1940s banned most billboards within 200 feet of major highways.

In 1979, when the federal government was threatening to withhold $25 million in highway funds from a cash-strapped New York because it was not enforcing its own highway advertising rules, City Council members performed a legislative trick: they grandfathered in every existing billboard — about 150 at the time — so none would be in violation of the law.

Today, there are at least 634, according to court documents. But not all the post-1979 billboards are illegal. City laws make exceptions for billboards attached to, or on the grounds of, the businesses they advertise, and for signs bearing public-service announcements.

But the judge wrote that some billboard companies built legal signs, with city permission, then converted them to so-called off-site commercial billboards, rendering them illegal.

“Other times,” he wrote, “the billboard companies would not bother with subterfuge and simply erected signs with no permitting at all.”

The city and billboard companies agree that many of today’s signs would be considered illegal, but neither side has been able to say how many.

Many billboards have changed ownership several times. Companies also have complained that city paperwork showing which billboards are legal is in disarray, while the city has blamed property owners for requesting documents over the years and not returning them. Billboard companies typically pay property owners for the right to operate signs on their lots, then charge rent to advertisers.

In an attempt to begin enforcing the law more regularly — and to get a handle on the size of the problem — in 2005 the city began requiring billboard companies to show proof that their signs were legal. It also began enforcing fines of $10,000 and up per violation.

Six billboard companies sued, including Clear Channel Outdoor, which has 84 signs along arterial highways, earning about $10 million in revenue per year from them, according to court records. A lawyer for Clear Channel said he would not comment on pending litigation.

The city argued that it had the right to control the spread of billboards for aesthetics and to limit distractions to drivers. The companies sued because “they basically realized their history of not conforming, and that it will have consequences,” said Gabriel Taussig, the city’s chief administrative lawyer.

The companies argued that the laws restricted free-speech rights, and noted that the city itself and other public works, like the Metropolitan Transportation Authority and Amtrak, had nonconforming signs on their own land. The companies also complained that the city was asking them to produce records of signs dating back more than 25 years after requiring no such record-keeping in the past.

“The city’s regulation of highway billboards has more holes than Swiss cheese, demonstrating plainly that its asserted interest is nothing but a pretext for the city’s true purpose for its regulation: to eliminate competition and make money for itself,” lawyers for some of the companies wrote.

The city said that it did not believe until recently that it had the power to regulate billboards on land owned by the M.T.A., a state agency or Amtrak. It also said that after the companies’ lawsuit was filed it began removing billboards on city land close to highways, including three on the High Line, an unused railroad track near the West Side Highway that it acquired in 2005 and is now a park.

Although the judge ruled in the city’s favor, the view along the city’s highways is not likely to change quickly.

Since April 6, the city has pledged not to levy any fines until the appeal is decided — a process that could take up to a year.

Broadway’s Car-Free Zones: This Space for Rent

A recent article from The New York Times talks about the rental of the newly formed public spaces on the Broadway Car-Free zones. I'm not against the rental of the space, I'm not even sure I'm fully against its rental to corporate America. This is in part due to the fact that like most other advertising mediums, a singular location like this can be avoided by pedestrians. What I am against is the idea that corporate sponsorship is the way to fund our public services. When we rely on this kind of funding to keep our public services running, we risk loosing the autonomy of those spaces.

Spying Billboards

Nicolas Herve from the Debunkers collective was telling me about spying billboards in Paris when we meet last week. I haven't really heard much about them and didn't pay it too much mind until he sent me the article below from the New York Times.

In advertising these days, the brass ring goes to those who can measure everything — how many people see a particular advertisement, when they see it, who they are. All of that is easy on the Internet, and getting easier in television and print.

Billboards are a different story. For the most part, they are still a relic of old-world media, and the best guesses about viewership numbers come from foot traffic counts or highway reports, neither of which guarantees that the people passing by were really looking at the billboard, or that they were the ones sought out.

Now, some entrepreneurs have introduced technology to solve that problem. They are equipping billboards with tiny cameras that gather details about passers-by — their gender, approximate age and how long they looked at the billboard. These details are transmitted to a central database.

Behind the technology are small start-ups that say they are not storing actual images of the passers-by, so privacy should not be a concern. The cameras, they say, use software to determine that a person is standing in front of a billboard, then analyze facial features (like cheekbone height and the distance between the nose and the chin) to judge the person’s gender and age. So far the companies are not using race as a parameter, but they say that they can and will soon.

The goal, these companies say, is to tailor a digital display to the person standing in front of it — to show one advertisement to a middle-aged white woman, for example, and a different one to a teenage Asian boy.

“Everything we do is completely anonymous,” said Paolo Prandoni, the founder and chief scientific officer of Quividi, a two-year-old company based in Paris that is gearing up billboards in the United States and abroad. Quividi and its competitors use small digital billboards, which tend to play short videos as advertisements, to reach certain audiences.

Over Memorial Day weekend, a Quividi camera was installed on a billboard on Eighth Avenue near Columbus Circle in Manhattan that was playing a trailer for “The Andromeda Strain,” a mini-series on the cable channel A&E.

“I didn’t see that at all, to be honest,” said Sam Cocks, a 26-year-old lawyer, when the camera was pointed out to him by a reporter. “That’s disturbing. I would say it’s arguably an invasion of one’s privacy.”

Organized privacy groups agree, though so far the practice of monitoring billboards is too new and minimal to have drawn much opposition. But the placement of surreptitious cameras in public places has been a flashpoint in London, where cameras are used to look for terrorists, as well as in Lower Manhattan, where there is a similar initiative.

Although surveillance cameras have become commonplace in banks, stores and office buildings, their presence takes on a different meaning when they are meant to sell products rather than fight crime. So while the billboard technology may solve a problem for advertisers, it may also stumble over issues of public acceptance.

“I guess one would expect that if you go into a closed store, it’s very likely you’d be under surveillance, but out here on the street?” Mr. Cocks asked. At the least, he said, there should be a sign alerting people to the camera and its purpose.

Quividi’s technology has been used in Ikea stores in Europe and McDonald’s restaurants in Singapore, but it has just come to the United States. Another Quividi billboard is in a Philadelphia commuter station with an advertisement for the Philadelphia Soul, an indoor football team. The Philadelphia billboard was installed by Motomedia, a London-based company that converts retail and street space into advertisements. It installed the A&E billboard in association with Pearl Media, a Butler, N.J., company.

“I think a big part of why it’s accepted is that people don’t know about it,” said Lee Tien, senior staff attorney for the Electronic Frontier Foundation, a civil liberties group.

“You could make them conspicuous,” he said of video cameras. “But nobody really wants to do that because the more people know about it, the more it may freak them out or they may attempt to avoid it.”

And the issue gets thornier: the companies that make these systems, like Quividi and TruMedia Technologies, say that with a slight technological addition, they could easily store pictures of people who look at their cameras.

The companies say they do not plan to do this, but Mr. Tien said he thought their intentions were beside the point. The companies are not currently storing video images, but they could if compelled by something like a court order, he said.

For now, “there’s nothing you could go back to and look at,” said George E. Murphy, the chief executive of TruMedia who was previously a marketing executive at DaimlerChrysler. “All it needs to do is look at the audience, process what it sees and convert that to digital fields that we upload to our servers.”

TruMedia’s technology is an offshoot of surveillance work for the Israeli government. The company, whose slogan is “Every Face Counts,” is testing the cameras in about 30 locations nationwide. One TruMedia client is Adspace Networks, which runs a network of digital screens in shopping malls and is testing the system at malls in Chesterfield, Mo., Winston-Salem, N.C., and Monroeville, Pa. Adspace’s screens show a mix of content, like the top retail deals at the mall that day, and advertisements for DVDs, movies or consumer products.

Within advertising circles, these camera systems are seen as a welcome answer to the longstanding problem of how to measure the effectiveness of billboards, and how to figure out what audience is seeing them. On television, Nielsen ratings help marketers determine where and when commercials should run, for example. As for signs on highways, marketers tend to use traffic figures from the Transportation Department; for pedestrian billboards, they might hire someone to stand nearby and count people as they walk by.

The Internet, though, where publishers and media agencies can track people’s clicks for advertising purposes, has raised the bar on measurement. Now, it is prodding billboards into the 21st century.

“Digital has really changed the landscape in the sort of accuracy we can get in terms of who’s looking at our creative,” Guy Slattery, senior vice president for marketing for A&E, said of Internet advertising. With Quividi, Mr. Slattery said, he hoped to get similar information from what advertisers refer to as the out-of-home market.

“We’re always interested in getting accurate data on the audience we’re reaching,” he said, “and for out-of-home, this promises to give a level of accuracy we’re not used to seeing in this medium.”

Industry groups are scrambling to provide their own improved ways of measuring out-of-home advertising. An outdoor advertising association, the Traffic Audit Bureau, and a digital billboard and sign association, the Out-of-Home Video Advertising Bureau, are both devising more specific measurement standards that they plan to release by the fall.

Even without cameras, digital billboards encounter criticism. In cities like Indianapolis and Pittsburgh, outdoor advertising companies face opposition from groups that call their signs unsightly, distracting to drivers and a waste of energy.

There is a dispute over whether digital billboards play a role in highway accidents, and a national study on the subject is expected to be completed this fall by a unit of the Transportation Research Board. The board is part of a private nonprofit institution, the National Research Council.

Meanwhile, privacy concerns about cameras are growing. In Britain, which has an estimated 4.2 million closed-circuit television cameras — one for every 14 people — the matter has become a hot political issue, with some legislators proposing tight restrictions on the use and distribution of the footage.

Reactions to the A&E billboard in Manhattan were mixed. “I don’t want to be in the marketing,” said Antwann Thomas, 17, a high school junior, after being told about the camera. “I guess it’s kind of creepy. I wouldn’t feel safe looking at it.”

But other passers-by shrugged. “Someone down the street can watch you looking at it — why not a camera?” asked Nathan Lichon, 25, a Navy officer.

Walter Peters, 39, a truck driver for a dairy, said: “You could be recorded on the street, you could be recorded in a drugstore, whatever. It doesn’t matter to me. There’s cameras everywhere.”

M.T.A. Sells Naming Rights to Subway Station

Quite simply put, the tactic of floating the MTA budget on outdoor advertising revenue is appalling and misguided. It seems that with all of this recession talk and fiscal crises, transit officials are behaving like junkies looking for their next fix, selling off would be consumer electronics for the price of a dime bag. I don't promote the sale of our public environment to private companies but if the MTA is going to purport that they have their hands tied, then they should at least be making a profitable business deal.

The renaming of the Atlantic Avenue, Pacific Street and Flatbush Avenue in Downtown Brooklyn to include Barclays bank will do absolutely nothing to ease the financial crises burdening our great transit system while opening a floodgate of corporate sponsorship of our public services. The proposed 4 million dollars which will be doled out at a measly $200,000 per year over the next 20 years is an insult to everyone that holds our cities visual environment and history sacred. I say proposed because in the past these arrangements to pay the city over a long term have resulted in money owed that isn't paid.

I don't even have to go into the actual numbers here, as they aren't needed to realize how incredibly small a contribution this revenue will be to our city, but lets give it a go anyways. The MTA carries about 7.6 million people per day at $2.00 per ride, or 15.2 million dollars a day in revenue. multiply that by 365 and you get 5.548 billion dollars. This number begins to approach the enormous operating budget of our immense transit system, only off by a few billion that comes in other forms of revenue. If we only use the revenue made through ridership, the contribution made by the branding of The Atlantic Pacific station is %0.0036049026676279743 of the budget.

And to those who say "every bit counts", lets remember that the idiots working for the MTA who are brokering this deal, probably make more than the $200,000.00 a year. The result is the sale of our cities assets fire sale style to pay employees that have nothing to do with running our transit system.

Selling the name of a subway station has been a goal of the Metropolitan Transportation Authority for nearly five years. But interest has been low, even for a piece of real estate so recognizable to the public.

So it was with surprisingly little fanfare that the authority announced on Monday that it had finally found a buyer.

If a $4 million deal is approved on Wednesday, the nexus of subway stops at Atlantic Avenue, Pacific Street and Flatbush Avenue in Downtown Brooklyn will add an additional name to its already lengthy title: Barclays.

This may seem odd, since Barclays is a bank based in London with offices in Manhattan, and the only Barclay Street on the city map is not even in Brooklyn. (It’s in Manhattan, in the financial district.)

There will, however, soon be a Barclays Center, the sports arena planned as the focal point of the Atlantic Yards project, and the developer, Forest City Ratner, has agreed to pay the transportation authority $200,000 a year for the next 20 years to rename one of the oldest and busiest stations in the borough.

This raises a few questions. An academic might talk of the intersection between public and private space. A straphanger may ask how all those names can fit into one announcement.

And if a company can pay to get its name on any station, a New Yorker might wonder what’s next: Coca-Cola Presents 59th Street-Columbus Circle?

The answer is maybe. Once upon a time, geographic relevance determined a station’s name, but now, the authority says it is open to any naming agreements that can raise revenue for its transit system, including ones not directly tied to location.

“It’s always a question of balancing our need for revenue and our stewardship of public space,” said Jeremy Soffin, a spokesman for the agency. Advertising may make the most sense for a company associated with a station, he said, “but we’re not closing anything out.”

And the Barclays deal has defenders on the authority’s governing board.

“It’s not like Taco Bell saying it wants Grand Army Plaza or something like that,” said John H. Banks III, a board member since 2004.

Would Mr. Banks oppose that idea?

“A year and a half ago? Yeah,” he said. “Tomorrow? No.”

Still, while selling station names could bring the authority revenue it needs, advertising experts say companies may not be as well-served.

“To be effective, the viewer needs to understand the relevance of the ad,” said Allen Adamson of Landor, a branding firm. “To rename the 59th and Lex stop the McDonald’s stop — it ain’t going to work. I don’t think it will stick.”

Indeed, other cities have tried this with little success. Boston, for example, tried auctioning off four historic stations a few years ago and received no bids. Though Citigroup paid $400 million to sponsor the new Mets stadium in Queens, the company refused to pay the authority to rename the stop nearby, which is now known as Mets/Willets Point.

To determine its asking price for the Brooklyn station, the authority studied a few successful efforts, like a monorail in Las Vegas named for Nextel, the communications company, and streetcars in Tampa, Fla., named for a local electric utility. And the popularity of the station — the second-busiest in Brooklyn last year — was taken into account.

“It’s grounded in reasonable business practices,” Mr. Banks said. “Obviously Van Siclen on a No. 2 is not going to be as valuable to a corporate entity as Atlantic Avenue.”

The station name change is scheduled for the opening of the arena, timed for 2012. The exact punctuation of the new station name has yet to be determined, the authority said, although hyphens or slashes are likely to be used. New signage would be paid for by Forest City Ratner, and the authority plans to introduce the revised name gradually in maps and timetables after the arena opens.

A few New York businesses contacted on Tuesday said they were not interested in a piece of the underground. Zabar’s, the Upper West Side food emporium, said it was not interested in the 79th Street station. Macy’s said a sponsorship deal at 34th Street was not in the cards.

And straphangers at the Atlantic Avenue station like Nick Desio, 53, a Citigroup employee who commutes from Long Island, said names were beside the point.

“They can call it anything they want, as long as my train’s on time,” he said.

Transit Authority Feeling the Pain From a Crippled Advertising Market

IllegalSigns.ca has had their eye on Titan for some time, including a recent post which ecstatically awaits a possible impending bankruptcy. This recent post, I assume was due to a recent NY times article (reproduced below) about the companies problems paying it's debts, including a large sum owed to our very own MTA.

What perplexes me is the sympathy we give to these companies that time and time again reap huge profits, flagrantly disregard the law, take advantage of our public thoughts and identities all under the guise of floating our precious public services. Public payphones, irreplaceable in the event of a "terrorist attack", yet entirely unused in our wireless world, are kept operational by their use as advertising shelters. Unnecessary news stand replacements were ushered in by Cemusa, declaring a cleaner vision and utility for the cities street furniture, cost defrayed by ad contracts which excluded stand owners. And most importantly, our Metropolitan Transit Authority, seemingly unable to function without the precious advertising revenue, and yet we aren't even getting paid.

The worst advertising market in decades has had a devastating, and well-documented, effect on newspapers, magazines and television networks. But now another recipient of ad dollars is being hurt by the market slump at a time it can little afford it: mass transit.

In recent months, a company that sells many of the ads that appear on buses and trains and in stations in New York, Boston, Minneapolis and other cities has come up short in its payments to transit agencies, citing a sharp drop in ad rates and sales.

New York is among the hardest hit.

The company, Titan Worldwide, fell short a total of $7.5 million in mandatory payments to the Metropolitan Transportation Authority from February through April, citing lower than expected ad sales. That would be enough to buy 16 new buses for the authority, which recently received a state bailout in the face of multibillion-dollar budget deficits over the next few years.

“This is another example of the M.T.A.’s exposure to the global economic recession,” said Aaron Donovan, a spokesman for the authority, which plans to raise fares and tolls by about 10 percent in June.

Titan sells ads that appear on buses and in Metro-North Railroad and Long Island Rail Road trains and stations, including Grand Central Terminal.

Another company, CBS Outdoor, sells ads in the subway system, and it fulfilled its contractual requirement of making a $55 million lump-sum payment to the authority in January for all of 2009.

A CBS spokeswoman, Jodi Senese, said that subway sales in New York remained strong, in spite of the overall industry slump, partly because of new types of ads in the system, like those on the exterior of subway cars.

Companies like Titan and CBS make money by contracting with transit agencies and agreeing to sell ads that appear in their buses, trains and stations. The ad company agrees up front to make guaranteed payments to the transit agency or pay it a percentage of the receipts, whichever is greater. The company keeps the rest for expenses and profits.

At the end of the year, both Titan and CBS may be required to increase their payments to the authority, if a designated percentage of total sales exceeds what has already been paid.

Titan still owes the authority an additional amount for last year’s ad sales. The company would not say how much it owed but said it intended to make the payment this year.

The authority is negotiating with Titan over its inability to make its required monthly payments, and neither side would give details of the talks.

“We’re trying to work with them to find a way to keep this contract in place,” Mr. Donovan said. “Our goal is to work it out and minimize the impact on the M.T.A.’s bottom line.”

Titan’s chairman, William Apfelbaum, said that ad rates and sales have plummeted with the distressed economy, pushing the company’s sales revenue this year down about 25 percent.

“In my 30-plus years in the business there’s never been a year that was down versus the prior year,” he said. “This is a first.”

Mr. Apfelbaum said that he hoped to renegotiate his agreements with transit agencies “to keep us from suffering catastrophic losses.”

Titan’s problems are much the same nationwide.

In Boston, Titan fell $321,000 short in its payment for March and April to the Massachusetts Bay Transportation Authority, and it has told the authority, according to a spokesman, Joe Pesatauro.

“This news from Titan certainly is not helping the situation,” said Mr. Pesatauro, explaining that the authority is grappling with a projected budget deficit of $160 million for the fiscal year that starts on July 1.

In Minneapolis and St. Paul, Titan paid Metro Transit, which provides bus and light rail service, about $100,000 less than the required $1 million payment for the first three months of this year, according to Bruce Howard, the transit agency’s director of marketing. He said that ad sales during the period were about 20 percent below what they were the previous year.

Transit officials in Chicago, Philadelphia and with San Francisco’s Bay Area Rapid Transit system said that they had also been approached by Titan to renegotiate contract terms.

The slump comes at an inopportune time for transit agencies, which have been hit hard by shrinking tax revenues and, in some cases, decreasing ridership.

Ad revenues make up only a small portion of total revenues at the agencies, but transit officials have been seeking to maximize income from such sources to help relieve the pressure for fare increases.

According to the Federal Transit Administration’s National Transit Database, transit agencies nationwide reported $334 million in ad revenue in 2007. That was about one percent of total operating funds.

In New York, bus ad rates vary depending on what part of the city the buses travel, with rates in Manhattan being the highest, though the rates have been lowered in response to the slumping ad market. In Manhattan, an ad that covers one side of a bus typically sells for about $1,500 a month. At this time last year, the same ad sold for about $1,800, Mr. Apfelbaum said.

Warner Brothers came to us and said, ‘We want the same exact schedule as last year but we’re going to pay 20 percent less or you’re not going to get it,’ ” Mr. Apfelbaum said, referring to the number of ads placed by the entertainment company.

Mr. Apfelbaum said that while there are also fewer ads being sold, his company makes sure it keeps the ad spaces on buses and trains and in stations filled, because empty space would look bad.

Sometimes, he said, Titan will put up more ads than a customer has paid for, to fill what would be empty space.

Titan was created in 2001 and it has worked aggressively to win transit contracts.

The company received the New York bus and commuter rail contract in December 2006. It agreed to make a minimum guaranteed payment of $823 million over the course of the 10-year contract, $103 million more than the next-highest offer. The minimum payments this year come to $5.4 million a month.

As part of the contract, the company also agreed to pay the authority 72.5 percent of sales each year, if that amount was greater than the minimum payment. Mr. Apfelbaum said that is the highest percentage in the industry.

But Mr. Apfelbaum said he had not overbid to win the contract.

“This contract, in any kind of normal time, any year in my 35 years in the business except for 2009, is a profitable contract,” he said.

Forcibly Removing an Illegal Sign Downtown

I'm happy to hear that the DOB has gone ahead and begun to physically remove illegal signs when OAC's and building owners are non-compliant. I know this has been an uphill battle for the DOB, and this recent action is more akin to the NYSAT project than to normal city operations, which often favor legal proceedings over direct response.

This is an indication that New York is finally allowing itself to regulate the public environment, instead of the high powered lawyers and millions of dollars in advertising revenue. Despite this being a somewhat unorthodox and ultimately an authoritative move on New York's part, something we don't necessarily want to condone, it is the only option left. What can they do when this is the way the city and it's residents are treated by outdoor advertising companies?

Now the only problem is I'm sure the city paid Service Sign Erectors, the company responsible for the removal of the sign. In fact, chances are this is the same company that puts the illegal advertising signs up in the first place.

A crew from Service Sign Erectors removed an illegal billboard at Broadway and Maiden Lane under orders from the New York City Department of Buildings.

For several years — in spite of 103 violation notices issued against it — a three-story, wrap-around billboard has blanketed the lower floors of the 19th-century Cushman Building, 174 Broadway, at Maiden Lane.

On Thursday, clearly feeling that its enforcement efforts had been lost on OTR Media Group, which installed the sign, and 1 Maiden Lane Realty, which owns the building, the Department of Buildings took the sign down itself.

“This is the first time the Department of Buildings has physically removed an illegal sign from a building,” the agency’s press secretary, Kate Lindquist, said. A company called Service Sign Erectors performed the work for the city.

In recent months, the sign had been advertising Jaguar automobiles.

“Not only do illegal advertising signs have a negative impact on a neighborhood’s quality of life, they also can pose a danger to the public if they are not safely installed,” said Ed Fortier, the agency’s executive director of special enforcement. “These signs were installed without a permit, and we removed them to protect pedestrians and the building’s tenants. We remove signs in cases where property owners and outdoor advertising companies repeatedly flout the law.”

By “repeatedly,” the Department of Buildings said it was referring to 103 violation notices issued to OTR and 1 Maiden Lane since July 2007. In January, the agency said, it took the matter to the Office of Administrative Trials and Hearings.

“The attorney for the respondent signed a stipulation agreeing to cease the display of illegal signage at the premises, and a judge recommended the removal of the sign,” Ms. Lindquist said in a statement. “After a removal order was posted, a Department of Buildings inspection determined the sign was removed, yet it was promptly reinstalled days after the inspection.”

The department said that 517 violation notices had been issued to OTR-controlled locations citywide. The company’s phone line is answered by an automatic system. Messages left Thursday at three extensions — the general switchboard, the sales office and the operations office — were not immediately returned.

Despite the illegality, buildings are constantly being pressed into service as billboards: the Museum of Arts and Design in April 2006, 475 Fifth Avenue in November 2006, the Chanel building at 15 East 57th Street in October 2008 and the former Brooks Brothers store at Broadway and 22nd Street in March.

InWindow Outdoor Gets in Your Face

Inwindow Outdoor advertising is responsible for the newest and most objectionable form of billboard our metropolitan environment now faces. They run illegal street level signs which occupy the windows and facades of storefronts recently vacated by yet another business failure. We reported on them a while back and now have been given renewed interest by a recent article in the New York Times.

Steve Lambert makes his opinions clear in a letter he just posted on the AAA site. In it he questions the New York Times' reporting strategies, saying "The Times is mistaken in reporting on this as a “thriving” type of advertising emerging from declining economy. Call it what it is, advertisers desperate for profits, committing organized crime, and hurting the livability of our city." I couldn't agree more.

Guerrilla Marketing Without the Headache

Could it be? Is it possible that City Room’s battler against guerrilla marketing — the man who risked physical injury, lost an S.L.R. camera and incurred the wrath of the blogosphere when he went up against a poster crew last year — has finally found a campaign that he doesn’t really mind? Or, at least, doesn’t hate?

It could be. Tipped off last week by my colleague Michael Cooper, I checked out a Tylenol PM ad being projected after dark as a wall mural at Eighth Avenue and 31st Street. And, frankly, it wasn’t so bad. In fact, if you could hear your own thoughts over the roar of the portable generator needed to run the projector, it was a bit amusing.

The premise is, “Your daily choices can affect how you sleep at night.” Six apartment windows are projected on to a blank wall. Three windows are dark. (Their occupants made the right choices.) But the lights are on in three windows whose occupants have been less smart. In a minute, it becomes clear that the ad is not static. A coffee drinker paces by one window, while a cat can be seen jumping on and off a bed in another, and a television watcher waves her remote control in the third.

The ad has several things going for it:

  • It observes the scale of its surroundings. It doesn’t involve an impossibly oversize logo or human image. Its make-believe windows are the size and in the locations you would expect to find real windows.
  • It uses a blank wall. It doesn’t cover real windows or columns or doorways or other architectural features. In other words, it takes nothing away from the environment.
  • It appears in a commercial district. I don’t think there are any apartment dwellers who would have to look out at this ad — or listen to the generator — while they were trying to sleep.
  • It is understated, as such things go. The main show is the animated display. The connection of these little vignettes to Tylenol is pretty oblique. And the logo, while unmistakable, is subdued.
  • It exploits technology to engage passers-by, rather than hit them over the heads. That’s clever enough to earn a post in City Room, which amounts to free publicity.

The campaign is the work of the Deutsch advertising agency and was produced by City Eventions and the ON Media Group. Richard McDermott, the founder and president of ON Media Group, said the campaign ran simultaneously in Philadelphia, Chicago and San Francisco, and will return to New York this month.

We’ll see how the next encounter goes. On its Web site, ON urges advertisers to “turn the streets into your own gallery” with wall murals; in other words, to appropriate the public sphere for private marketing ends. And it offers products like adhesive pavement advertising (illegal in New York City) and chalk stencil advertising, which is — for all intents and purposes — corporate graffiti. There may yet be headaches in store.

A Sociologist’s Look at Graffiti

Ill read this book and get back to you on it, but until then I like this quote the NY Times got in an interview with the author.

“I’m not trying to make an argument that graffiti is art and not vandalism,” Professor Snyder said in a phone interview. “I hope I’ve made it clear that it’s both.”

By linking the two words art and vandalism through graffiti, the meaning of vandalism is transformed. Vandalism can no longer only be considered wanton destruction and must now be viewed in regards to what its artistic and activist intentions might be. This bodes well for all those moments of civil disobedience we have been tracking lately through this site and should be considered when arguing what we are doing here is merely destroying private property.

EspolandEspo/Stephen J. Powers The graffiti writer Espo created a satirical advertisement about quality-of-life crimes at Bedford Avenue and South Fifth Street in Williamsburg, Brooklyn, in 1996.

Gregory J. Snyder, a Baruch College sociologist, spent years hanging out with graffiti writers, earning their trust and conducting scores of interviews.

The new book based on his studies, “Graffiti Lives: Beyond the Tag in New York’s Urban Underground,” reveals that he became more than an observer in that decade and a half: On very few occasions he wrote graffiti himself, scrawling his tag perhaps seven times.

Graffiti writers, the book argues, cannot be understood merely as practitioners of vandalism and social disorder, but also as members of a diverse subculture who, in many cases, have used their experiences to build legitimate careers.

It was as a graduate student at the New School that Professor Snyder built relationships with graffiti writers, carrying around a hardbound sketchbook. At the bottom of each page he wrote a word, which he then asked graffiti writers to represent visually in the space above.

Professor Snyder, 40, argues that while graffiti culture emerged around the same time as hip-hop, in the early 1970s, graffiti in fact comes from a variety of cultural sources:

Whatever their class, race, ethnicity, religion, or age, writers define themselves not by what they look like, or what language they speak, or what clothes they wear, but by what they do. Their identities are as writers first, and as members of ethnic, religious, and other subgroups second.

He adds, “In its purest form, graffiti is a democratic art form that revels in the American Dream.”

The book, just published by New York University Press, argues that graffiti culture has, in some ways, been uniquely democratic. “What is lost sometimes in the cacophony of the debate over whether graffiti is art or vandalism is that when it’s art, it is free art,” he writes. “You don’t need money, or special knowledge, or the right outfit, or a car, or an ID to see it. This is why the graffiti subculture has inspired such a diversity of young people.”

Even so, Professor Snyder notes that graffiti has been associated with crime and disorder ever since the social scientists George L. Kelling and James Q. Wilson introduced their “broken windows theory,” which holds that low-level and petty crimes, if not addressed, create an atmosphere conducive to more serious and violent crimes.

While some scholars have questioned the theory’s validity, Professor Snyder acknowledges that it has become highly influential. It was embraced by Rudolph W. Giuliani, the former mayor, and by Raymond W. Kelly, the former and current police commissioner.

“I’m not trying to make an argument that graffiti is art and not vandalism,” Professor Snyder said in a phone interview. “I hope I’ve made it clear that it’s both.”

For many New Yorkers who lived through the period, the word graffiti connotes the giant murals that covered subway cars and stations from the early 1970s to the mid-1980s.

A 1971 article in The New York Times, “‘Taki 183’ Spawns Pen Pals,” took note of the fairly new phenomenon. Mayors John V. Lindsay and Edward I. Koch, among others, made the train graffiti a key target. Graffiti came to be “construed as an urban problem,” a point Joe Austin, a historian at the University of Wisconsin at Milwaukee, made in “Taking the Train: How Graffiti Art Became an Urban Crisis in New York City” (Columbia University Press, 2001).

The era of subway graffiti “officially came to a close in 1989, when city officials began refusing to put painted trains into service,” Professor Snyder writes. But efforts to crack down continue. In 2006, the City Council passed a law banning the sale of graffiti instruments — including aerosol paint and broad-tipped markers — to anyone under 21. The law was later challenged for being too broad.

A provocative map in the book points out that unlike other “quality of life” crimes, graffiti does not tend to be focused in poor neighborhoods with high rates of violent crime. Professor Snyder writes:

Graffiti writers write in order to get fame and respect for their deeds, and therefore they write in places where their work is more likely to be seen by their intended demographic. It is not the amount of disorder that determines a good spot to write graffiti, but the number of potential viewers and the unlikelihood that the graffiti will be painted over. These spots tends to be where young people from all over the city are likely to congregate, and thus the East Village, the Lower East Side, and SoHo are the places where most of the illegal New York City graffiti can be found. These are not poor, crime-ridden neighborhoods.

Indeed, he adds, “Despite all of the negativity associated with graffiti, it remains one of SoHo’s selling points, literally.”

Still, Professor Snyder does not deny that graffiti culture is filled with confrontation. “Beef results in crossing out other writers’ names, going over pieces, lots of stories about violence, and sometimes actual violence,” he writes.

“Contemporary post-subway graffiti,” he writes, takes three forms: the tag, a writer’s signature, rendered in marker or paint; the throw-up (or “fill-in”), usually painted with an outline color and a fill-in color; and the piece (short for masterpiece), a colorful mural.

KezamKezamA “piece,” or large work, of graffiti created with the property owner’s permission, by Kezam, a writer from Australia who lives in Brooklyn and is a graduate student in sociology at Yale.

In contrast to the dangerous environments in graffiti’s beginnings — the old Amtrak tunnel from 72nd to 125th Streets under Riverside Drive, for example — large graffiti works today are often produced legally, in broad daylight, on storefronts or in public parks with the consent of property owners or nonprofit groups.

In another step forward, “Many writers have taken their illegal youthful pursuits and turned them into legal adult careers,” Professor Snyder says.

One of the most fleshed-out characters in the book is Espo, a graffiti writer Professor Snyder met in 1996. As editor and publisher of On the Go magazine, which was dedicated to graffiti culture, Espo produced a satirical billboard in Williamsburg, Brooklyn, with a subversive slogan: “Greetings from Espoland, Where the Quality of Life Is Offensive.”

Espo was eventually embraced by property owners who saw his style — with large, neat letters, quite separate from the spray-painted bold colors and complicated letter styles that are more common in graffiti — as a useful ornamentation for their storefronts.

By 1999, Espo had become “an acronym for Exterior Surface Painting Outreach,” a volunteer organization. That year, Espo shed his anonymity, and St. Martin’s Press published his book “The Art of Getting Over: Graffiti at the Millennium,” under his real name, Stephen J. Powers. He also cooperated for a profile published that August in The New York Times.

That did not go over well with the Giuliani administration, however, which had Mr. Powers arrested in December 1999 for his previous illegal graffiti writing. Eventually, he pleaded guilty to two counts of criminal mischief.

Espo was not the only graffiti writer to go legit: Others went to college; started magazines, Web sites and real estate businesses; opened tattoo parlors; and pursued careers in art and marketing.

“These kids refused the meager options presented to them by the larger society, and instead perfected extremely risky cultural pursuits,” Professor Snyder writes. “Their success in this form eventually opened up other opportunities, and today those efforts are paying off, literally.”

To This Day, Subway Mural Project Can Still Inspire

In the following NY times article it becomes very clear using public space and art to foster someones connection to their environment is always a good idea. It bridges gaps between the self and community and helps people not only understand themselves in relation to a space but in their ability to transform that space for greater purposes. This is always empowering and often is part of the reason street and graffiti artists do what they do.

I think it's important to take the ramifications of this article very seriously. If community use of public space is beneficial to the residents and therefore the community as a whole, why do we allow the public environment to be over run by advertising?

Some say because it creates much needed revenue for the city. The percentage of city operating costs that advertising covers, much of which goes to private landlords and real estate owners who provide the wall space, is a very small amount compared to overall city budget. Not to mention the question which no one seems to ask, which is how on earth has an entire city become dependent on public advertising revenue to cover even a portion of its operating costs.

Add to this that many Artists and eccentrics don't need an invitation to use the public space as a vehicle for expression, communication and ultimately as a way to understand thier personal relationship to the community. They are willing to do it for free. All the benefits of a community project sponsored by the city happening on a daily basis through individual participation.

It is in fact the health of the city we are talking about here. We are weighing the revenue gained through outdoor advertising against the beneficial process of community art making and civil visual interaction.

When the No. 3 train roars by the 86th Street station on the Upper West Side, the dingy platform becomes the noisiest, if not the most unlikely, museum in the city.

The station is the permanent home of 37 ceramic murals, mounted almost 20 years ago on the walls of the platform and mostly ignored by commuters waiting for the next train.

But every now and then, commuter indifference gives way to curiosity, just long enough for someone to take in a portrait of a not-so-distant Upper West Side past.

There is the mural of subway riders boarding a red No. 2 express train at the 96th Street station nearby, or the two Hasidic men pushing pink baby strollers in front of a Chinese restaurant. In another, two old people inch their way toward an M104 bus.

These are no masterpieces. Most of the young people who created them were troubled or struggling students trying to earn their high school equivalency degree. Were the murals to be removed and sold, they probably would not fetch anywhere near as much as the 200 subway art projects by professional artists commissioned since 1985 by the Metropolitan Transportation Authority’s Arts for Transit program.

But their value is measured in other ways, especially to the students who created them and a neighborhood that has grown accustomed to them since they were installed in August 1989.

Going on 20 years later, a number of these young people look back on a community art project that left a lasting impression on their lives. For some, it was a turning point. Others say they wish they had left a more personal mark on history. “When I see it now, I see all the love that I put in that work,” said Leeama Scott, 44, who was a teenage immigrant from Trinidad when she worked on the murals.

Some have left the Upper West Side, and some have fled New York City altogether. But wherever they ended up, most have become the subjects they portrayed: the office worker headed downtown, the parent playing with a son or daughter in the park, the community organizer, the teacher.

Guy Monpremier, 43, came to the United States in 1985 to escape political turmoil and violence in his native Haiti. For him and others, the mural project was a chance to explore the world beyond his immediate environment.

At the time, he was attending high school equivalency classes at Grosvenor Neighborhood House, a settlement house on West 105th Street.

Grosvenor, an urban refuge of social service and education programs housed in a bleak rectangular structure that looks more like a compact jail, had been brought into discussions over how to spend $205,000 in amenity financing that had been promised by a developer constructing a high-rise condominium at 84th Street and Broadway. Some of the money went toward the project, which paid for materials and a $4-an-hour stipend for the 17 students who participated.

Carrying 35-millimeter cameras, Mr. Monpremier and the others were dispatched throughout the two-square-mile neighborhood to capture images of landmarks and typical urban scenes. The negatives of the best scenes were then made into slides, and the images projected onto a wall, where they were traced onto paper.

These drawings were transferred in reverse onto 23-by-30-inch linoleum sheets that were then stamped onto large sheets of clay. The large clay images were cut into pieces small enough to fit into kilns and fired, then painted with colored glaze, put back together like puzzle pieces, then finally mounted onto large frames.

Mr. Monpremier, like a number of students involved in the project, had plans to study the arts afterward. He attended Manhattan Community College for a time, but his studies were cut short. He is now director of security for a commercial real estate firm and lives in Crown Heights, Brooklyn.

His contributions to the murals include a Broadway island bench scene, one of two older people getting on the bus and a street-corner view of Grosvenor.

A slight note of melancholy enters Mr. Monpremier’s voice when he recalls that period of his life. He has now invested hopes of a better future in his 10-year-old son, Joshua.

“He’s a good kid, I’m blessed with that,” Mr. Monpremier said. “I hope he’s able to do better than I have, as far as completing a college degree. That’s one thing that I’ve always wanted, as far as completing it. I never really had the energy to do it. But he’s also pushing me to go back.”

Clarisa Ureña started having children when she was 19, three years after she moved out of her parents’ home. She had two by the time she got involved with the mural project.

While Ms. Ureña studied for her high school equivalency exam, her children attended a day care program at Grosvenor. In the afternoons, she labored over a classic scene, the Lincoln Center fountain plaza. She lived one block away, on 106th Street, and Grosvenor had long been a part of her life.

“We had a responsibility, and if you didn’t meet the criteria you were out,” Ms. Ureña said of herself and the other students. “I was not the kind of person who could sit around the apartment.”

Her roles as wife, cook and mother supplanted her early interest in education, until the mural project came along.

Ms. Ureña, who moved to Garner, N.C., almost four years ago, said the project motivated her to go to college. She studied computer graphics and advertising at Bronx Community College, and after having a third child in the early 1990s, she received a bachelor’s degree in art education from City College. For a brief time she taught art to elementary schoolchildren in the South Bronx. In North Carolina, she works for Wake County’s food stamps program.

Mrs. Scott, then Leeama Blugh, attended equivalency classes at Grosvenor during the day and in the evening worked there as an assistant, helping younger children with their homework. She said the project had so inspired her that she thought seriously of pursuing a career in the arts. But her life took different turns. She attended beauty school and worked at various beauty salons in the city. Over the years, she has worked as a home attendant and an office worker on Wall Street. She now works in security.

Mrs. Scott said she had no regrets that her dreams of becoming an artist had faded. “When I look back and see all these things that I did, it makes me feel good,” she said.

Original plans for the mural project called for a less significant role for the students. A professional artist would design the work and hire students to do the manual labor, said Nitza Tufiño, 59, the artist brought in to direct the project and teach the students how to make the tiles. Ms. Tufiño, the daughter of Rafael Tufiño, a prominent Puerto Rican painter and printmaker who died last year, said she viewed the project as an instrument for social change. Having the students work on an assembly line for another artist, for $4 an hour, would have had little impact on their lives, she said.

“How can you ask a young man, who could have $1,000 in his pocket selling drugs, to manufacture plaques that were created by someone else?” Ms. Tufiño said. “Think about what you’re competing against in el barrio.”

Inside her home in South Orange, N.J., Ms. Tufiño has kept dozens of black and white photographs, contact sheets, negatives and slides documenting the mural project. Many of the photos show the students in the Grosvenor workshop, a space no larger than a public school bathroom, drawing, rolling clay and carving linoleum.

Twenty years ago, Sandra Bloodworth, director of the Arts for Transit program, was new to the transportation agency, and the mural project was her first assignment as a supervisor.

“It’s amazing that it’s had such timelessness,” Ms. Bloodworth said. “No one thought anything like that would last. People thought it would be destroyed in a week.”

On a recent visit to the station, with Kim Ferguson and Lisa Branch, two participants who have remained close friends to this day, Ms. Tufiño reflected on the project.

“You know what’s weird?” Ms. Ferguson said as she walked down the platform, pointing to murals she worked on. “I still remember how to do the whole thing.”

Ms. Ferguson worked on the mural depicting commuters boarding the No. 2 train at 96th Street. In another mural, this one made by Ms. Branch, Ms. Ferguson is shown sitting next to two children on a brownstone stoop, wearing a yellow jumpsuit.

Ms. Ferguson, 41, is now a community organizer for the New York City Mission Society’s Minisink Townhouse in Harlem. She said the work she does today is a continuation of the help given to her at a critical time in her life.

Ms. Branch, 40, gave birth to her first child, Timothy, seven months ago, and until recently worked as a receptionist for Bear Stearns through a temp agency.

She brought Timothy along for the station visit, dutifully covering his ears every time a train roared past. In an interview before the visit, Ms. Branch said she had recently seen the tile murals from a passing No. 2 train.

“I said, ‘Wow, 20 years later and they’re still beautiful, just like when we put them up there,’ ” she said. “That’s something to show my son when he’s of the age to know what that is. So I can say, ‘Look, your mommy did that.’ ”
